Richard Samuel

NHS England, former Director of Outpatient Care and Transformation

Speaker Bio

Richard Samuel has worked for the English National Health Service (NHS) since graduating in economics (with a further degree in Health Management and Health Economics). 


Having worked in operational settings for 25 years including as a CEO for 2 NHS organizations, he joined NHS England initially leading digital innovation in elective care and then as the National Director of Outpatient Elective Care and finally leading Clinical and Operational Excellence for healthcare in England. 


Richard has particular expertise in the identification and scaled deployment of AI and digital solutions in operational healthcare settings. Key achievements include the leadership of a £0.25bn Elective Recovery Tech Fund; accelerating the adoption of AI in care pathways, using genAI, ML and LLM to deliver dramatic productivity gains, pioneering the use of process mining in clinical settings in the UK, transforming patient facing digital channels, and the transformation of outpatient pathways through technology.  


Away from work he is passionate about tennis no longer playing but supporting his children on their professional journey.
