Dr. Ralph Oyini Mbouna is a highly accomplished Electrical Engineer with a Ph.D. from
Temple University, Philadelphia, USA. He has extensive experience in the field of
engineering, having served as an assistant professor in the College of Engineering at Temple
University.
Dr. Ralph Oyini Mbouna returned to Africa in 2015 to take up the position of Director of the
Universal Service Access Fund at the Gabon’s regulatory authority for electronic and postal
communications (ARCEP Gabon). In this role, he was responsible for the implementation of
the Universal Service Access Fund, which is a fund established to ensure that all citizens of
Gabon have access to basic telecommunications services.
Dr. Ralph Oyini Mbouna is currently the Director of Digital Transformation and Services at
Smart Africa in Rwanda. He leads two very important continental flagship programs at Smart
Africa: The Technology-Driven Entrepreneurship Program as well as the Digital Trade and
Services Program. With these two programs, Dr. Ralph Oyini Mbouna wants to create an
environment in which young people can build, launch, and scale their own businesses across
the African single digital market.
